The Delanco Sewerage Authority ("the Authority") recently completed a project that is being financed with approximately $1.7 million in loans from the NJ Water Bank, a low-rate funding program jointly administered by the DEP and the New Jersey Infrastructure Bank ("I-Bank"). Total savings for this project are estimated to be $441,099 over the 20-year term of the loan or 26% of the total project costs as compared to the Authority financing it independently. In addition, this project created an estimated 19 direct one-year construction jobs.
The project brought vital upgrades to the Authority's aging collection system, focusing on two major areas of improvement:
1. Sewer Main Rehabilitation: Approximately 8,000 linear feet of 15"–16" gravity sewer mains, originally built in the 1940s from vitrified clay and asbestos cement, were rehabilitated through cured-in-place (CIP) lining. These trunklines carry over 90% of the Authority's wastewater to the Beverly Sewerage Treatment Plant. The project also rehabilitated associated manholes and lateral connections identified as needing repair during a 2019 CCTV inspection. This work extends the system's service life, reduces inflow and infiltration (I&I), and increases flow capacity.
2. Pump Station Upgrades: The Authority also improved its three pumping stations, including replacing obsolete pumps and controls at the West Avenue Station, which handles 100% of the Authority's flow. New emergency backup pumps replaced aging generators, providing greater reliability during power outages. A new SCADA system replaced outdated landlines, enabling real-time monitoring, faster response times, and more efficient operations during emergencies.

With the support of the New Jersey Water Bank, we were able to make long-overdue improvements at a cost our ratepayers can sustain, while also delivering meaningful savings and supporting local jobs. This investment ensures our system can perform dependably today and remain resilient for decades to come."
This project was designed by ERINJ. The CIP lining was constructed by Vortex Co. (f/k/a North American Pipeline Services), and the Pump Station improvements were constructed by Sub-Level Installations.
