NJ I-Bank and NJDEP Helping to Improve New Jersey's Environmental Infrastructure, One Project at a Time

The North Hudson Sewerage Authority ("Authority") recently completed clean water improvements that are being financed with approximately $17 million in loans from the NJ Water Bank, a low-rate funding program jointly administered by the DEP and the NJ I-Bank. Total savings for this project are estimated to be $7,556,529 over the 30-year term of the loan or 45% of the total project cost. In addition, this project created an estimated 198 direct construction jobs.

The secondary treatment process for the Adams Street WWTP has reached the end of its useful life and requires rehabilitation so the facility can comply with its permit limits.

This project includes phase three of the rehabilitation of the PURAC secondary treatment system. The scope of work consists of installing dissolved air flotation equipment, filter underdrains, media, and backwash troughs. The project also includes filter influent slide gates and actuators, filter valves, air compressors, water system pumps and piping, sludge pumps, structural repairs, control system improvements, and electrical system modifications and improvements.

Ravi S. Bhalla, Mayor of the City of Hoboken, one of the Authority's major customers, recognized the need for the project: "NHSA has been working to improve our wastewater system to address CSO issues by upgrading our critical infrastructure. These improvements not only benefit the environment and public health but also provide substantial savings to ratepayers by strategic borrowing through the Water Bank."

This project was designed by Mott MacDonald and constructed by Rapid Pump & Meter Service Company.
