CARTERET BOROUGH ROOSEVELT & BERGEN STREET PUMP STATIONS UPGRADES

NJ I-Bank Project of the Week: Carteret Borough receives $5,398,616 in Water Bank loans. Estimated savings to ratepayers of 7,799,196.

NJ I-Bank and NJDEP Helping to Improve New Jersey's Environmental Infrastructure, One Project at a Time

The Borough of Carteret ("the Borough") recently completed clean water improvements that are being financed with approximately $5.4 million in loans from the NJ Water Bank, a low-rate funding program jointly administered by the DEP and the NJ I-Bank. Total savings for this project is estimated to be $1,620,316 over the 30-year term of the loan, or 30% of the total project cost. In addition, this project created an estimated 64 direct construction jobs. 

The project consisted of improvements to the Roosevelt Avenue and Bergen Street Pump stations. The Roosevelt Avenue Pump Station ("RAPS") receives and conveys all wastewater generated within the borough to downstream conveyance facilities in Woodbridge Township and ultimately to the Middlesex County Utilities Authority for treatment. The RAPS had faulty equipment in need of replacement and systems in need of updating. Prior to the completion of the project, the station processed an average of approximately 3.0 million gallons per day (MGD) and was limited in its capacity. The new construction updates have increased the capacity of the system to handle up to 13.3 MGD which can occur during heavy rain events. 

The Bergen Street Pump Station is upstream from the RAPS and conveys sewer flow from a different area of the Borough. Construction improvements to the Bergen Pump Station were designed to address failing mechanical equipment and corroded piping. This phase of the project replaced several components including the dry-pit submersible pumps, pump variable frequency drives, piping, gate and surge valves, HVAC and lighting fixtures, electrical motor starters, the flow meter, and the station bypass chamber. 

Daniel J. Reiman, Mayor of Carteret Borough, noted that "this project will greatly enhance efficiency at the two pump stations, maintain the health and safety of the community, and save money for our ratepayers with strategic borrowing through the NJ Water Bank."

This project was designed by Mott MacDonald. The RAPS improvements were constructed by Coppola Services. The Bergen Street Pump Station was constructed by Rapid Pump & Meter Service Company.
